No Response from Mail Server/No Internet

This is an XP system w/sp2 applied. I can connect to the mail server with outlook express but it does not download or upload mail. When running Internet Explorer the WEB pages never load. I can ping the mail server and other servers, like yahoo. When I renew the NIC it flushes and renews without a problem.
