No user list for sharing

I’ve added file and print sharing to a computer and want to use user level access on the shared printer. Everytime I try to add a user it says I can’t view the list at this time. The computer is Win98 in a NT Server network, I’ve made sure that the correct domain is list in user access control and all the network settings on the 98 machine are correct. Can anyone help me out?
