Normal users can not use vpn connection

I have set up a vpn connection on my xp professional laptop. I set it up for all users. But when the normal user of the laptop attempts to access the connnection, he receives this message.

“Your account does not have permission to use this connection. Usually, this is because you are logged in as Guest”

How do I get rid of this message and get him connected?
