Norton Parental Control List

We are running Norton Internet Security 2003, we had activated Parental control, when we click live update to update Norton, the normal updates download fairly quickly, but the Parental Control list takes forever every time we switch on.We have turned off Parental control, but the download still continues each time.Is there some way to stop the download for Parental control?
