Not able to download files from Internet using Internet Explorer 7

I am trying to download files from the internet using win xp with internet explorer 7.
Everytime I go to the web site I want to download from it displays that my security setting will not permit the downloads. How can I change my security setting to be able to download the files that I need? Thanks.
