NT 4 Install Runs but Program Crashes

When I run a service pack for Solomon IV, the
installer runs and completes, but two curious
things happen. When setup displays the dialog for adding an icon to the Program Folder, the Existing Folders show no files. This also happens on any other piece of software I install. After installation, when the Solomon program is activated, the parent process runs, but any applications immediately fail with a Dr. Watson error 0xc0000005 indicating that the application .exe file has caused the error.
