NT 4.0 networking

i am setting up a small network at home so that i can practice hands on training. I set up a computer as the pdc. and another as a workstation. both are attached to a kingston etherRX soho 10baseT hub. the pdc is not accessable to the workstation and i cant get into server manager on the pdc. I go into event viewer and i am getting the following error:
Service: service control manager
Description: Intel based adapter drive service failed to start due to following error device attached to system is not functioning

E100b timed out during operation
I did a test on the Intel card and it passed the self test but failed the network test saying that cable is bad, or to change the interupt.
ive changed the cable
so my question is can it be a bad card, or is it the hub or how can i change the interupt????? Or am i totally off and can someone please help and give me some idea how to fix????
