NT Mandatory Profiles on Win 9x clients?

If your network is all NT Servers but all the clients are Win9x, can you still use Mandatory profiles? If so, explain how please. Finally I know that NT system policies can’t work on Win 9x clients – but what program can work well to accomplish the same task (locking features of the Win 9x OS, etc.)…
