NT Program Group Creation Failure

Does anyone know why an installation would fail to create the Program Group on an NT 4.0 Machine.

Specifically, the Sybase Products Powerbuilder 6.5 and 7.0.

6.5 would at least continue, where in 7.0 the installation blows up.
