NT Server tools on Win98SE

I recently rebuilt my workstation, and now cannot use file system security on network shares (this worked before, and I am not sure what I did to “break” it). All my other features of Server tools work fine, and I do get the security tab when looking at properties of network shares. Permissions, Auditing and Ownership are there, but when I click on them nothing happens.
If anyone has run into this before and can offer a solution, I would greatly appreciate it.
