NT workstation printer sharing

I have a peer to peer network. 2 NT workstations, and 1 win95. The printer is set up locally on the 1st NT WS. It is shared. The win95 found it without a problem. I added it to the second NT WS as administrator, and it worked. When logged as the local user you can’t find the printer or connect to it even when the user is given administrator rights. Any ideas?
