nt workstation sharing

One of the nt workstations on the network has never allowed any sharing of devices/files/folders. I removed all users, logged in as administrator, it gave an error message that denies permission. Would this be caused by an error in the NT installation (reinstall), or could this be a setting or service which can be turned back on?
