OK to turn off system message

I have an application where when I shutdown SP Pro I need the PC to stop on the “It’s now ok to turn off system” screen without automatically turning the system off. I get this until I load the driver for the onboard video (latest driver) but after that, the system shuts off without stopping on this message. I have tried BIOS settings. Any ideas?
