Online Site Creator application

A client needs a soup to nuts online site creator/cms that can create dynamic web sites(based on the client’s HTML templates) on the fly, creating a subdomain site on the server etc. The client has a short deadline and we have neither the know-how nor the time to create such an application. Any suggestions would be appreciated. Thanks. JB
