Opening jpegs in Internet Explorer

I have a client running win98se with ie6SP1. If she attempts to open a jpg from her local machine, ie opens and displays a square with a red x in it. Clicking on ‘show picture’ has no effect. There are no other actions associated with the file type.
I found a KB article about elevation of permissions in the local machine zone, but I don’t think this related to this specific case, and in any event the fix described did not work.
During ordinary web browsing jpg files in web pages are displayed without a problem. Any suggestions?
