Oracle designer queries

HOw to create priviliges to
1. Create new user

2. Create public synonym

3. Create role.

2. After creating priviliges to the above, how to create
a new user, a public synonym, and a role?

3. In repository I went to priviliges and checked the
available priviliges there the create user privilige was not
there. and there is INTO mark across create public synonym and grant
role. So what is the command to turn that into marks to tick
marks?
