out of office assistant not responing to emails from gmail/hotmail/yahoo.

i am using exchange 2003 and when a user setup out of office in outlook it will only respond to emails from a domain. all emails from gmail, hotmail yahoo will not be recieved or responded to until OofO is unchecked. is there a server side setting i need to change. Need help!!!!
