Outlook 2003 Signature coming above stationary

Hi
I have a customized stationary and signature setup with outlook 2003. The problem is that the stationary comes up below the signature and I can’t find any settings to fix this.

I can have both the signature and the stationary in the stationary section so it comes in the right format but that creates another problem as when I try to reply to messages nothing comes up.

And If I have both in the signature section it starts from two lines below the actual mail and I cant change that either.
