Outlook Contact Importing – A file error has occurred in comma separated

Hello:

I am trying to import contacts from a users old office to ours. We are running MS Office 2000 Outlook. The files are CSV – I have even tried copying and pasting them into a new document with no progress. When I try and import into Outlook 2000 I receive an error: A file error has occurred in the comma seperated values (Windows) translater while initializing to build a field map. I even tried importing this on Outlook 2007 and had same problems. Online research references a fix for office 95. Anyone else had this issue?
