Outlook Web Access fails after upgrade t

I have upgraded my Primary Domain Controller to Windows 2000. I now find that my Exchange server functions properly except that the Outlook Web Access will not allow users to log into it. My Admins can use the Outlook Web Access but none of my users.

What do I need to do in order to allow users access to OWA??
