overide access permissions to recover data

Is it possible to override access permission on a hard drive from a dead laptop to recover the data files for a new laptop, both new and old machines running win 7.
The old hard mounted in an external case and attached to new machine via usb 2,
I can see the general HDD configuration but the data files are locked.
