Pakistan quake relief network printer

I am trying to put an HP Laserjet on my network. I have it cabled into a foundry switch, I do not get an activity light on the switch, do get a light on the jetdirect card. Cable is known good, when I print out the configuration page i notice “I/O Card Not ready” “LAN Error – Loss of carrier”
