Password Reset Problem

I am trying to reset the screen time password, but I forgot it, so I tried doing the forgot password and using my Apple ID and password to recover it, but every time I put in the right ID and password it counts as an incorrect attempt. I know when it’s right, because if I change it and make it wrong it says verification failed. Why am I having this issue?
