PC wont boot boot.ini error

I tried to start in Safe mode.. any mode doesn’t work – just I see Windows logo with running bar below
Then it goes back to starting up again. When booting from win xp prof. disk I cant do chkdsk…error
or scan disk file alocation error. I can boot from a floppy win 98
I just created a boot disk with the boot.ini file on it can I copy it to the c drive.
I r mode the bootcfg command say access denied or file not found.
Can I reinstall without losing all the files in my docs?
