Permission setting on Exchange Server

We are operating Exchange Server 5.5.
I am trying to find out how to set permissions for a single individual ( Aside from administrators ) to be able to view members of distribution groups through the address book in Microsoft Outlook. Can anybody offer a suggestion ??
