(PF) prefect file will not open

Hello I recently tried to update my Internet explorer and ive come to find out that it will not open a pf file I got a message that said,

**”I need cdlabel.exe to open the pf file”**

I also recieved messages that said…

SHCREGETVALUEW AND SHCWAPL.LL WASNOT FOUND

I am running WindowsXP
