pirating of my linksys wireless

can my neighbor’s unauthorized use of my linksys unsecured system cause me to be unable to connect?

my network connection shows an excellent strength but i am unable to connect at certain times of the day. my neighbor is pirating my wireless connection. can this be the cause?
