Please explain the use of msvcr70.dll

Hello All, I am trying to explain why we need the msvcr70.dll in the path of an VFP 7.0 EXE. Does this .Dll use some of the new technology that Microsoft and Uncle Bill are leaning towards? Any info on this will be greatly appreciated.
