Plugin to replace attachments in Outlook 2010 with URL

Are you aware of a plugin or application that will look at an outgoing email message and copy an attachment to a predefined storage location and place a URL in the message so that the recipient can retrieve it? If it would also look at the size and/or allow the sender to place a password on the file then that would be even better.
