policy restriction problem

I am trying to control exactly which programs these users have access to, and when choosing which programs to run, I encounter errors on the workstation machine which say operation cancelled due to restrictions on this computer, which is telling me there are programs executed on the login that are not included in NT’s normal logon. I tried using another machine that does not have this issue and verifying the same programs were running in task manager, but that still didn’t help.
any suggestions?
