Print spooler/Print buffer

We use Window NT for our Network software with Compaq Proliant 3000 engine. Recently, I observed from the Event Log file that whenever one Printer in the building is jambed with papers or having a print job greater than the Print buffers, other printers in the building are held up until you physically clear the problem with that particular printer. What do think might be the cause, how can this problem be solved.
