Problem launching Netscape

I need to launch Netscape navigator using a URL. I have tried start / run / URL without success. I have also tried writing a simple html document and calling it filename.htm and running that. This does launch Netscape but also displays a dialog box saying that it can’t find filename.htm or one of its components ?!? All the above works quite happily with IE5. I am not a programmer, but is there any way of registering some dll’s a registry change or some other config that will enable this featurein Netscape.
