Problem with vb6 install on NT/ME

I have a vb6 setup file that works fine on Windows 98 operating systems, but will not install on NT or ME. During setup, I get an error that says that some of the system files need to be updated, and am then prompted to reboot. During reboot, it says that files are being updated, please wait. But, the files do not update, and when I run setup again, it does the same thing.
In Windows 98, the same thing happens, but the files are updated, and after rebooting, the setup file runs fine.
Anysuggestions?
