Program for Internet accountability for

Does anyone know of a good way or an additional program that would keep track of many users in a small college library on a 2-3 computer peer network with W98 using NAT32 to share dial-up internet access? We just need a list of web sites per user sothey know they can’t go where they shouldn’t unless they want to get caught. Thanks.
