Programs to set/protect Windows settings

I’m trying to set up several PC’s for a group, they’re wanting for the users to be able to run a couple of programs, but not change any Windows settings (username, password, IE settings, and more adv stuff) I would like to find a program that is safe and free of charge to do that. Opinions?
