Purchase History

I want to delete the purchase history on NT server 4 licence. I know I needed to delete the Llsuser.lls and Llsmap.lls in the LLS folder in system32. I cannot remember the third file to delete in system32. Is there any other way to do this?
Secondly, I dont know why the per seat licence is not working on my NT network. We have 50 per server and 150 per seat licences. After 50 users have logged on, nobody else can get onto the network. I have even added groups to the (Clients)per seat, but it did not work. Please HELP.
