Put your heads together

I have an Apple laserWriter 16/600 PS printer connected to the network as a shared printer off the server. Any users that I create have to be an administrator to be able to print the printer. I can not print if I take the user out of the Network admin group.
I have looked in the security settings on the printer tabs and added the correct groups and gave full permission to everything and everyone but still a user can’t print unless they are part of the Administrators.
What can I do to troubleshoot this more. I have one user that can print to it and they are not an administrator.
I set up a new user and added them to the same group as the person that could print and still they cannot.

Any thoughts would be great.
