RAS not Connecting

I have a RAS Server with an external modem, the problem is when I try to dial to the RAS it sounds like it’s getting connected but never establish the connection with the other computer.
I already check the configuration in the RAS and the modem and it’s suppose that is OK.
Did somebody have this problem before????
