RAS & Outlook 2000

I have a remote user dialing in with RAS on an NT 4 server with SP5. The RAS connection is solid. I can ping and see everything from the remote user who is running Outlook 2000 on a Win98 machine. Outlook dials up when opened if no connect exists, but immediately after the first send and receive after having opened Outlook, it disconnects. Subsequent send and receives do not disconnect. What’s going on?
