RDS Device CAL removal

I have a client with only a few users that connect using RDS. One of the users is not able to connect because there are no available CALs. There are two devices that no longer exist (one has been replaced and the other is not a site computer and was used for testing / troubleshooting another issue) that have issued CALs, but I cannot revoke them because it says we have revoked the maximum number of licenses. Is there a way to clear out the issued licenses instead of waiting the literal months for them to expire?
Would this need to be on the client side?
