Read Only Folders in XP

Why is evey WIN XP folder I create a Read Only folder. You can’t shut off read only. After I uncheck READ ONLY and APPLY it, the READ only attribute is set back on again when I exit the folder.

How do I shut of READ ONLY and keep it off?
