Reenabling DCOM

A couple of days ago, when booting into Win8.1, I encountered the infamous “Your PC ran into some problems etc.” I was able to boot into Safe Mode and checked Event Viewer. The issue had something to do with DCOM. Since this is a home, standalone computer, I disabled DCOM, and was able to boot into regular mode.
I don’t believe that I NEED to reenable it, but I’d like to. I tried DISM and SFC, without success. Even when I specified a source for DISM and pointed it to a Win8.1 iso, it came back with “Unable to download files.”
Bob, I know you’ll probably counsel me to leave well enough alone, but I’d really like to enable it again, so please focus on helping me do that.
