Reformat and repartition USB Flash Drive

I have a USB drive that is currently partitioned into 2 drives, one is ‘write protected’ (there is no physical write protect switch on the drive) the other is not. The write protect section has files on it that I want to delete but I also want to delete the partition and repartition the drive into just one partition. I’ve tried free partition software (Paragon Partition Manager 12) and also tried modifying the registry and I’ve also tried using Diskpart, all to no avail. I’m running Windows 7. Can anyone help?
