reinstalling windows vista

I got a labtop with vista installed, and currently its a bit screwed up and i need to reinstall windows. when i purchased the labtop it didn’t come with a restore dvd but it had a secondary hdd labeled recovery. the question is how do i format hdd and access the secondary (recovery)hdd to reinstall windows fresh?
