Remote Access Server

Hi, my remote clients access my network via modem. I have RAS installed and working properly. The problem is that some of the users need to retry a couple of times before they can connect. I have been informed by an ISP that this is a problem of Windows OS. any suggestions or help is very much needed. Thanks in advance
