Remote desktop connection

Hi,
I have a user that needs to connect to one of my servers to run certain application.
The user is trying to use remote desktop connection, but only administrators are able to use terminal services on that server.
Which group do i have to add a user for him to login into another server using remote desktop-terminal services, other than administrators
