resize/move partition on Compaq notebook

I have Compaq Armada 1574 notebook. HDD crashed and I installed a new HDD. I need to change parallel port mode to EPP, because I bought a external CD writer, but I can’t enter to BIOS, because Armada has to have BIOS on the disk in a separate 2MB partition at the BEGINNING of the disk. I need to create that partion. I have my HDD divided into 2 partions and I don’t want to reinstall everything again. Question: How can I resize existing partition and create partition for BIOS at the BEGINNING ofthe disk?
