resolution independent html web page in dreamweaver cs3

Resizing html web page in dreamweaver cs3 to view on different size browser windows. Therefore the viewer if they resize the preview window the whole htlm page will resize – similar to a swf file. I set up the orig files in illustrator and saved them to html format then opened them in Dreamweaver CS3 – is this a good way – but I need the html to be resolution independent on the % of the users browser window
