Restore A Complete Server to another

Hopefully this will be an easy one for you guys but as I’ve never done it before I thought i’d ask first.

I have a citrix server here that we have done a complete backup of including system state, and now I need to restore it to another machine.

Is it as simple as building a basic windows 2000 server and then restoring the entire backup onto the new server?
