Restricting net in school with no server

I have been asked to set up a network for a small private school being started (Small budget). We want to provide internet access but only to a few selected sites. At work we do that using MS Proxy Server 2.0. However, at the school I was planning on a peer-to-peer network with no server. Any ideas how to acomplish this with a peer-to-peer network?
